Drug interdiction at sea has always been a law-enforcement matter — board, search, arrest, prosecute. The 1988 Vienna Convention and US Coast Guard practice both require boarding before force. Killing suspected smugglers without arrest is not interdiction; it is targeted killing under armed-conflict rules.
WHO SOUTHCOM IS
US Southern Command is one of eleven unified combatant commands, headquartered in Doral, Florida, with responsibility for Latin America and the Caribbean south of Mexico. Historically it ran counter-narcotics support, hurricane response, and SOUTHCOM-CIA coordination during the Cold War — Iran-Contra ran through its area of responsibility.
THE POSSE COMITATUS WORKAROUND
The 1878 Posse Comitatus Act bars the US military from domestic law enforcement. International waters are the workaround: Title 10 forces can do what Title 14 Coast Guard does, without the warrant requirements that would apply within US jurisdiction. Moving the kill zone offshore is the entire point.
THE EVIDENTIARY VOID
Traditional interdictions produced bales of cocaine, arrest records, and prosecutions — the evidence existed because the boats and crews were captured. Strikes destroy the evidence with the target. Without bodies, cargo manifests, or survivors, the claim that a vessel carried drugs is unfalsifiable.
THE PRECEDENT PROBLEM
The Reagan-era 'war on drugs' framing was rhetorical; the legal architecture stayed civilian. Treating drug vessels as combatants collapses the wall between criminal suspects and enemy fighters. Once that wall falls for cartels, the same logic extends to any group a president designates as a terrorist organization — the 2001 AUMF's elasticity is the cautionary tale.
WHAT MONITORING GROUPS DO

They exist because the executing state will not release locations, names, or evidence; the monitoring fills the void that classification creates.
