THE BASIC RULE
The Chicago Convention of 1944 established that every state has complete and exclusive sovereignty over the airspace above its territory. Unlike territorial waters, there is no right of innocent passage — military aircraft need explicit permission for every overflight, and that permission can be withdrawn at any time.
THE TURKEY PRECEDENT
When Ankara denied US overflight rights for the 2003 Iraq invasion, the 4th Infantry Division had to reroute through the Suez and arrived weeks late. Single-country denials reshape entire campaigns; the host's leverage over a coalition is often greater than the coalition's leverage over the host.
PRINCE SULTAN AIR BASE
PSAB at al-Kharj is the forward command hub for US Central Command air operations on the Arabian Peninsula — home to the Combined Air Operations Center that coordinated strikes from Afghanistan to Iraq to Yemen. Saudi Arabia evicted CENTCOM from PSAB in 2003, then quietly invited it back in 2019. Access is a bilateral privilege, not a permanent footprint.
WHY THE STRAIT NEEDS LAND
Hormuz is 33 km wide; the shipping lanes are 3 km each. Naval escort is a maritime mission, but the air cover, ISR, and refueling tankers it depends on launch from land bases on the Arabian side. Without Saudi or Kuwaiti airspace, fighters from carriers must fly longer arcs through Omani or international airspace — burning fuel, lengthening response times, and concentrating risk on the carrier itself.
THE SAUDI HEDGE
Riyadh restored relations with Tehran via Beijing's mediation in March 2023, ending a seven-year rupture. MBS has since refused to take sides in US-Iran flashpoints — declining to condemn Houthi attacks, hosting Iranian officials, and reportedly telling Washington that Saudi territory will not be a launchpad against Iran. The 2019 Abqaiq strike, which the US did not retaliate for, taught Riyadh that American security guarantees have limits.
THE PAKISTAN CHANNEL
Pakistan has mediated Iran-US backchannels since the 1990s — Islamabad keeps embassies in both Tehran and Washington and shares a 900 km border with Iran. The channel was used during the 2019 tanker crisis and again after the 2020 Soleimani strike. Pakistani mediation signals that the message is meant to be received quietly, not staged for cameras.
