THE COUP BELT
Since 2020, military juntas have seized power in Mali, Burkina Faso, Guinea, Niger, and Chad — a contiguous band across the Sahel. Each new junta expelled French forces and invited Russian ones. By 2024, the three core states (Mali, Burkina Faso, Niger) had formally left ECOWAS and formed the Alliance of Sahel States.
WHY KIDAL MATTERS
Kidal is the Tuareg heartland in Mali's far north — a town the Malian state has barely controlled since independence. The MNLA seized it in 2012, sparking the war that drew in France, the UN, and eventually Russia. Whoever holds Kidal holds the question of whether Mali is one country or two.
WAGNER'S AFRICA MODEL
Wagner — rebranded as Africa Corps after Prigozhin's 2023 death — offered juntas a package: regime protection, counter-insurgency, and information warfare in exchange for gold and uranium concessions. The model worked in Central African Republic and Sudan; in the Sahel, where insurgents have desert mobility and Algerian sanctuary, it has not.
THE TWO-FRONT PROBLEM
Russia's Ukraine commitment consumes manpower, drones, and air-defense systems that Africa Corps would otherwise deploy south. Africa Corps in the Sahel reportedly numbers only in the low thousands — adequate for garrison work, inadequate against a coordinated JNIM-Tuareg offensive across terrain larger than Western Europe.
THE INSURGENT MERGER
JNIM (al-Qaeda's Sahel affiliate) and the Tuareg CSP-PSD fought each other for a decade — jihadists vs separatists, Islamist vs ethno-nationalist. Their tactical coordination against Bamako is the most dangerous development of the war: the state now faces one front where it used to play two enemies against each other.
THE COLONIAL BORDER
Mali's northern border was drawn by French administrators who grouped Tuareg, Songhai, and Bambara peoples into a single colony despite centuries of distinct political organization. The Tuareg confederations of the Sahara — Kel Adagh, Iwellemmedan — predate Mali by centuries and have rebelled in every decade since 1916. Independence in 1960 inherited the border; it never inherited consent.
