WHAT SOVEREIGN AI MEANS
A sovereign AI stack means owning the full pipeline domestically: data centers, GPUs, foundation models, and the energy to run them. The opposite is renting compute from AWS, Azure, or Google Cloud — which means inference logs, model weights, and usage patterns sit on foreign servers under foreign jurisdiction.
THE ENERGY CONSTRAINT
A single hyperscale AI campus draws 500 MW to 1 GW — roughly the output of a mid-sized nuclear reactor. India's per-capita electricity consumption is one-third the global average and one-tenth of the US; the grid was not built for this load. Whoever owns the generation owns the AI buildout.
THE ADANI FOOTPRINT
Adani Group spans ports (Mundra, the largest in India), power generation (~7% of national capacity), transmission lines, coal mining, solar manufacturing, and now data centers via AdaniConneX (a JV with EdgeConneX). Few conglomerates anywhere control this much of the input stack for an AI build-out simultaneously.
THE CII
The Confederation of Indian Industry is the country's most influential business lobby — founded 1895, ~9,000 members. Its annual summit is where conglomerates announce capex pledges in front of the prime minister; the pledges function as political signaling as much as commercial commitments.
THE HINDENBURG SHADOW
In January 2023, US short-seller Hindenburg Research accused Adani Group of stock manipulation and accounting fraud through offshore shell entities. The group's market cap fell roughly $150B in weeks before recovering. The episode reset how foreign investors model Adani's governance — and made every subsequent capex announcement double as a credibility signal.
THE RENTIER ARGUMENT
Adani's framing — own the stack or rent intelligence — echoes the import-substitution doctrine that dominated Indian economic policy from independence until the 1991 liberalization. The argument is structurally identical: strategic sectors must not depend on foreign supply, even at higher cost. The 1991 reformers rejected it; the 2020s national-security frame is reviving it.
