WHAT A STRATEGIC RESERVE ACTUALLY IS
A strategic petroleum reserve is sovereign-controlled physical storage — typically underground salt caverns or above-ground tank farms — held against supply disruption, not market timing. The International Energy Agency requires members to maintain 90 days of net imports; India is not an IEA member and holds roughly 9-10 days in domestic caverns at Visakhapatnam, Mangalore, and Padur.
WHY OVERSEAS STORAGE CHANGES THE MATH
Spot cargoes are contracts to deliver oil from somewhere. Physical storage rights are claims on barrels already sitting in a specific tank. In a Hormuz closure, spot contracts become unenforceable — the seller cannot ship — but pre-positioned barrels in UAE storage can in principle be drawn down through Fujairah on the Indian Ocean coast, bypassing the strait entirely.
LPG IS NOT OIL
Liquefied petroleum gas — propane and butane — is what 320 million Indian households cook with under the Ujjwala scheme. India imports roughly 60% of its LPG, and over 90% of those imports come from the Gulf, with the UAE and Saudi Arabia as the two largest suppliers. A Hormuz disruption hits kitchens before it hits petrol pumps.
THE FUJAIRAH BYPASS
The UAE built the Habshan-Fujairah pipeline (1.5 million barrels/day capacity) in 2012 specifically to route crude around Hormuz. Saudi Arabia's East-West pipeline does the same to the Red Sea. These bypasses exist because every Gulf producer learned from the *Tanker War* (1984-88) that a chokepoint route is a single point of failure.
THE IMEC CORRIDOR
The India-Middle East-Europe Economic Corridor, announced at the G20 in 2023, would link Mumbai by sea to Gulf ports, then by rail across Saudi Arabia and Jordan to Haifa, then by sea to Piraeus. It was conceived as a counter to China's Belt and Road. The October 2023 Gaza war stalled the Israeli leg indefinitely; the Gulf legs continue in isolation.
