They lag Nvidia on raw performance but ship without strings attached, and SMIC's 7nm process — achieved despite ASML EUV restrictions — has proven the supply chain can function under sanctions. Every month of delayed Nvidia imports widens Huawei's domestic market share.
THE HYPERSCALER STACK
The ten licensed buyers are not a random list — they are the firms whose training clusters define Chinese AI capacity. ByteDance trains Doubao on the largest known Chinese cluster; Alibaba's Qwen models are the open-weight benchmark leaders out of China; Tencent, Baidu, and the others backstop the rest of the application layer.
THE LEVERAGE QUESTION
Export controls work only if the target cannot substitute. If Beijing can credibly threaten to never buy — and accelerate Huawei in the gap — Washington loses the leverage the licenses were meant to monetize. The standoff is a test of whether the 2022 regime has already aged out of usefulness.
