WHY BROKERS EXIST

Wherever a state document is scarce, slow, or opaque, an informal market emerges to arbitrage the queue. The broker's product is not the passport — it is certainty about when you will get it. Eliminating brokers requires eliminating the uncertainty they price, not just banning them.

THE DIGITISATION PLAYBOOK

India's Passport Seva (2010), Indonesia's M-Paspor (2022), and the UAE's ICA Smart app each followed the same sequence: online slot booking, cashless fees, then home delivery. Each step strips one layer of human discretion — the layer where informal fees were collected.

WHY QR PAYMENTS MATTER

Cash at a counter is the broker's oxygen — it is unreceipted, untraceable, and splittable between citizen, agent, and clerk. A QR payment routes the fee directly to the treasury and stamps it with a timestamp tied to the applicant's CNIC. The receipt itself becomes the audit trail.

THE DGIP

The Directorate General of Immigration & Passports sits under the Interior Ministry and runs ~180 offices across Pakistan plus passport sections in foreign missions. It is one of the highest-touch federal agencies — most citizens' only direct encounter with Islamabad — which is why its queue economy has outsized political weight.

THE COURIER LEG

Home delivery is the quiet half of the reform. Once the passport leaves the office in a tracked courier bag, the in-person collection visit — historically the second extraction point, where a clerk could 'misplace' a booklet until paid — disappears entirely. Pakistan Post and TCS already run the comparable NADRA ID-card delivery rail.
